Unauthorized ROPC tokens via skipped client-policy conditions

Client-policy bypass in Red Hat build of Keycloak 26.4 and 26.6 allows remote attackers to obtain ROPC tokens despite a rejection policy. The affected providers either retrieve no client from the ROPC context or fail to trigger for that request, so reject-ropc-grant is skipped. Exposure requires a realm combining an affected condition with that executor; successful requests yield tokens and access within their scope.
