Organization metadata disclosure via disabled-state enforcement gap

Incorrect authorization in Red Hat build of Keycloak allows remote authenticated users to obtain organization metadata after the feature is disabled. The org.keycloak.organization paths fail to enforce organizationsEnabled=false, so the account API returns memberships and OIDC token issuance retains organization claims. Exploitation requires an authenticated member, a previously enabled realm, and an allowed organization scope; downstream services can make incorrect authorization decisions from the stale claim.
