Application crash via zero-length ROHC buffer write

NULL pointer dereference in Wireshark 4.6.0 through 4.6.5 and 4.4.0 through 4.4.15 allows attackers to crash the application. The ROHC dissector allocates a zero-length buffer when an uncompressed-profile packet ends at a large CID field, then tvb_memcpy writes one byte through the resulting NULL pointer. A user must capture injected traffic or open a crafted trace containing a multi-packet GTP-U or PPP sequence that establishes an uncompressed ROHC context with large CIDs; small CIDs are the default.
