Service outage via unauthenticated migration request

Uncaught exception in Suprema BioStar 2 Server 2.9.8, 2.9.10, and 2.9.11 allows remote attackers to interrupt service. The /api/migration handler fails to catch an exception raised by a crafted HTTP POST and halts critical BioStar processes. No authentication or user interaction is required; the server stays offline until manually restarted, stopping access-control readers and disrupting integrations.
