Local code execution via project-plugin gate bypass

Code execution in Nous Research Hermes Agent before 0.15.0 allows local users to run Python through a crafted project plugin. The dashboard's _discover_dashboard_plugins function treats every nonempty HERMES_ENABLE_PROJECT_PLUGINS value as enabled, while its route loader accepts an absolute or traversing api path and imports that file. A local user must control project content in the dashboard's working directory; imported code receives the dashboard process's privileges.
