Database query amplification via unescaped LIKE wildcards

SQL wildcard injection in New API 0.12.0 through 0.12.1 allows remote authenticated users to amplify top-up database searches. The self and administrative top-up endpoints pass the keyword query parameter to SearchUserTopUps or SearchAllTopUps, which wraps it in a SQL LIKE pattern without escaping percent or underscore wildcards. Any signed-in user can broaden personal-history matches and issue wildcard-heavy searches that increase database work; administrative access is required for the all-users path.
