Authenticated vault creation via unchecked .rdx import

Missing authorization in Devolutions Server 2026.1.16.0 and earlier allows remote authenticated users to create vaults through .rdx imports. The import path accepts an .rdx file that names a nonexistent vault and creates that vault without checking the caller's vault-creation permission. Low-privileged access is sufficient; the bounded impact is unauthorized vault creation and stored-data integrity changes, not data disclosure.
