Denial of service via quadratic key_ops validation

Uncontrolled CPU consumption in jwcrypto allows remote attackers to interrupt applications that import attacker-supplied JWKs. JWK.import_key() checks the unbounded key_ops array for duplicates with a quadratic algorithm, causing processing time to grow disproportionately. Exposure requires an application path that imports untrusted key material, and successful exploitation consumes CPU until the application service is interrupted.
