Authentication failure concealment via Redis outage handling

Improper audit logging in MISP 2.5.45 and earlier allows remote attackers to conceal authentication failures during Redis outages. User::_shouldLog returns false when User::setupRedis cannot obtain a Redis instance, so the caller skips the audit-log write instead of bypassing throttling. Exploitation requires Redis to be unavailable; authentication attempts still fail, but their failure records are absent from MISP's audit trail.
