Cross-organization user administration via unconditional application authorization

Authorization bypass in Casdoor 4.4.0 and earlier allows remote authenticated users to administer users across all organizations. The IsAllowed function in authz/authz.go returns true for every application principal before tenant or API permission checks run. Any application's valid client ID and secret therefore suffice to enumerate user records, including email addresses and password salts, or to create, modify, and delete users in other organizations.
