Static-analysis bypass via excluded files and bytecode

Incomplete comparison in ClawScan 0.1.6 and earlier allows local users to bypass static analysis with crafted file names or bytecode. The static scanner in internal/runner/static_scanner.go excluded files based on names and did not inspect Python bytecode, leaving their content out of scan results. An attacker must place crafted content in a locally scanned skill or plugin; the bypass can conceal malicious material from the built-in static scanner.
