Security scan bypass via NUL-based binary misclassification

Interpretation conflict in ClawScan 0.1.6 and earlier allows local users to bypass static inspection with NUL-obfuscated content. IsBinaryFile in internal/runner/static_scanner.go treated any file containing a NUL byte as binary and excluded it from content scanning, even when the remainder was inspectable text. An attacker must place crafted content in a locally scanned skill or plugin; malicious patterns can then be omitted from the static scanner's findings.
