Authenticated script execution via incorrect permission validation

Incorrect authorization in Octopus Server allows remote authenticated users to execute arbitrary scripts on configured workers. The script-execution permission validator accepts certain scoped permission sets without verifying the authorization required to run the requested script. Reachability requires an authenticated account with one of those scoped permission sets; code runs on the chosen worker, including the built-in server worker.
