Authenticated file read via debug ARN scheme

Active debug code in rabbitmq-aws 0.1.0 through 0.2.0 allows remote authenticated users to read files through its validation API. The PUT /api/aws/arn/validate endpoint accepts an arn:aws-debug:file value, extracts its path, and reads that path inside RabbitMQ. The user needs RabbitMQ management API access, and disclosure is limited to files readable by RabbitMQ, including configurations and TLS keys.
