Authenticated command execution via unescaped ping address

Command injection in OpenSpug Spug 3.4.0 and earlier allows remote authenticated users to execute commands through a monitor test. The ping_check function inserts the first request-supplied target into a ping command string and passes it to subprocess.run with shell=True, so shell metacharacters are interpreted. Access requires an authenticated account with monitor add or edit permission, and successful commands run with the privileges of the Spug process.
