Local encoding process crash via null material dereference

Null pointer dereference in LibreDWG 0.13.4 allows local users to crash an encoding process via a malformed R2007 DWG file. The LAYER encoder in src/dwg.spec writes through a NULL material handle before the NULL-safe FIELD_HANDLE macro can emit a null handle. Triggering the flaw requires local processing and re-encoding of a malformed R2007 file to R2010, and the resulting impact is limited to a crash of the encoding process.
