Kernel service interruption via atomic sleeping allocation

Improper allocation behavior in Linux 6.9 allows local users to trigger a kernel warning and service interruption through memory policy. alloc_pages_bulk_weighted_interleave() replaces atomic allocation flags with GFP_KERNEL when allocating its temporary weights array, permitting sleep inside an RCU-protected rehash path. Reachability requires MPOL_WEIGHTED_INTERLEAVE and a vmalloc-backed bucket-table allocation during rhashtable rehashing.
