Database backup disclosure via unchecked download handler

Information exposure in Revmakx WP Time Capsule 1.22.26 and earlier allows remote authenticated users to download a decrypted SQL backup. The download_recent_decrypted_file_wptc handler serves the file recorded by recent_decrypted_file without enforcing administrative authorization. Subscriber-level access is sufficient, but an administrator must previously have decrypted a backup and left the resulting file available.
