Out-of-bounds access via oversized HEVC RPS counts

Out-of-bounds access in Linux 7.0 allows local users to make decoder drivers index past HEVC EXT SPS control arrays. The V4L2 HEVC SPS validator accepts short- and long-term RPS counts above 64 and 32 and per-entry picture counts above 16, so drivers walk beyond the matching dynamic arrays. Reachability requires access to a stateless HEVC decoder that consumes these controls; the public record does not establish a crash, disclosure, or code execution consequence.
