Service hang via unbounded stream-stop polling

Denial of service in Linux wave5 VPU decoder 6.8 allows local users to hang a kernel worker by stopping a video stream. wave5_vpu_dec_stop_streaming repeatedly polls hardware queue status without a timeout when the queues fail to drain. Reaching the path requires access to a Chips&Media Wave5 VPU; the resulting loop consumes CPU and prevents stream shutdown.
