Local service hang via leaked VPU job slot

Denial of service in the Linux wave5 VPU decoder in 7.0 allows local users to hang concurrent decoding workloads during stream drain. In wave5_vpu_dec_device_run(), a job dispatched after the decoder reaches STOP issues no DEC_PIC command but still defers v4l2_m2m_job_finish(), permanently retaining the shared job slot because no completion interrupt follows. Triggering the hang requires multiple decoder instances sharing a wave5 VPU; the resulting stall blocks every instance using that VPU rather than crashing or rebooting the host.
