GPU recovery failure via stale MES fence

Denial of service in the AMDGPU MES reset path in Linux before 7.2.5 allows attackers to wedge the GPU via unspecified vectors. The reset path skips no_scheduler MES rings, allowing sync_seq to advance beyond the fence value retained in GTT memory so the first post-reset submission polls forever. When MES has stopped responding and reset resumes, GPU recovery fails and a second reset wedges the system.
