Local writer hang via stale memcg target

Denial of service in Linux memory cgroup handling allows local users to hang a writer through concurrent memory.max updates. The memory_max_write reclaim loop compares usage with the first writer's stale local target after a second file updates the live limit. The local user must control the same cgroup limit through separate open files; the first writer then remains blocked and repeatedly increments the OOM event counter.
