Incorrect task retention via stale dispatch flag

Scheduler state inconsistency in Linux 6.19 allows attackers to cause unspecified impact via interleaved sched_ext dispatches and task picks. An rq-level SCX_RQ_BAL_KEEP flag can outlive the dispatch that set it, so a later pick consumes the stale value and retains a task already dequeued. The condition requires sched_ext and core scheduling; the Linux kernel record identifies neither a user-controlled trigger nor a consequence beyond selecting the dequeued task.
