Kernel panic via untransmitted SCTP RECONF completion

NULL-pointer dereference in Linux SCTP stream reconfiguration allows remote attackers or local users to panic the kernel. The completion paths call timer_delete() through asoc->strreset_chunk->transport even when a queued request remains untransmitted and transport is NULL. A peer can trigger the panic with ordered RECONF parameters, while an unprivileged local process can remove the association's last address before requesting a stream reset.
