Hub Secret disclosure via unvalidated namespace references

Authorization bypass in multicluster-observability-addon allows managed-cluster identities to disclose sensitive hub Secrets. The add-on accepts a configuration-resource reference from a managed-cluster identity without verifying that its namespace matches the identity's designated namespace. An attacker must control an authenticated managed-cluster identity; successful exploitation exposes hub Secrets from other namespaces to the attacker-controlled cluster.
