Unauthorized data propagation via unchecked template metadata

Incorrect authorization in MISP 2.5.45 and earlier allows remote authenticated users to propagate event data beyond permitted groups. The event-template instantiation path writes a template-supplied sharing_group_id without SharingGroup::canUse() and attaches tags without normal permission checks, forcing local_only tags to local=false. An account permitted to instantiate templates can assign an inaccessible sharing group or publish local-only tags globally, allowing unintended synchronization or export.
