Denial of service via missing HTTP/3 read timeout

Denial of service in Traefik Proxy 2.8.2 through 2.11.55 and 3.0.0 through 3.7.11 allows remote attackers to exhaust backend connections. The HTTP/3 server omits respondingTimeouts.readTimeout because the TCP connection deadline cannot apply to QUIC streams, leaving slow request bodies unbounded. HTTP/3 must be enabled, after which unauthenticated clients can trickle body bytes to pin one upstream connection per request and interrupt backend service.
