Authenticated configuration deletion via unchecked connection cleanup

Incorrect authorization in Open WebUI 0.10.0 through 0.11.0 allows remote authenticated users to delete shared connection configuration. The knowledge-base delete handler removes its administrator-owned external connection without checking administrator status or other dependent knowledge bases. Write access to one external knowledge base is required, and deleting a shared connection interrupts retrieval for every other knowledge base that uses it.
