Cross-tenant configuration access via unchecked kbId

Authorization bypass in Tencent WeKnora 0.3.0 through 0.3.6 allows remote authenticated users to read and modify another tenant's knowledge-base settings. The getKnowledgeBaseForInitialization function performs a global lookup with the user-controlled kbId and omits a TenantID ownership check. Any registered user who obtains another knowledge-base identifier can disclose its model and splitting settings or overwrite them with attacker-controlled values.
