Service crash via malformed NGAP response

Null pointer dereference in Aether SD-Core Project AMF before 2.2.0 allows remote authenticated users to crash it via malformed NGAP input. HandleUERadioCapabilityCheckResponse continues after NGAP decoding leaves a required value nil, then dereferences that pointer. Access to the N2 interface with low privileges is sufficient, and the demonstrated consequence is an AMF process panic.
