Unauthenticated cluster property changes via Rapids setproperty

Improper access control in H2O-3 through 7402 allows remote attackers to change Java system properties across every cluster node. AstSetProperty.exec accepts a Rapids-supplied property name and value and applies them cluster-wide without enforcing authorization for the operation. Network access to the H2O REST API is sufficient; the bounded consequence is unauthorized modification of server properties and dependent behavior.
