Node identity takeover via incomplete catalog authorization

Authorization bypass in HashiCorp Consul and Consul Enterprise allows remote authenticated users to take over catalog node identities. The PUT /v1/catalog/register path authorizes a permitted node name without fully validating every node affected by the supplied stable node ID. Exploitation requires an ACL token with node:write on one node and another node's identifier; it can remove that node's registration, services, and health checks.
