Commission diversion via unchecked channel attribution

Improper authorization in Bifrost through 2022.02 allows remote authenticated users to divert channel commission payments. The vtoken-minting and slpx pallets accept a caller-supplied registered channel_id during token minting without verifying the caller's authority for that channel. Any signed account can inflate the selected channel's recorded mint volume, skewing later commission settlement toward that channel.
