Stored XSS via unescaped department names

Stored XSS in Snipe-IT 8.6.3 permits remote authenticated attackers to execute scripts in department-member browsers. DepartmentPresenter::formattedNameLink() places an unescaped department name into HTML returned by the fallback branch of the asset-account view. The departments.edit permission is required to store a payload, which executes when the affected page is loaded by a member lacking departments.view and exposes session-accessible data and actions.
