Account lockout via authorization-gate ordering

Incorrect authorization in Snipe-IT 8.2.0 through 8.6.x allows remote authenticated users to deactivate other users via the edit route. UsersController::update() assigned the request activated value before checking canEditAuthFields, leaving that write outside the authorization gate. A user with users.edit permission in the target company scope can lock out any account, including an administrator or superuser, but cannot change credentials or permissions.
