Authenticated API access bypass via ungated Passport routes

Incorrect authorization in Grokability Snipe-IT 4.2.0 through 8.6.3 allows remote authenticated users to mint API bearer tokens. Laravel Passport auto-registers the /oauth/personal-access-tokens routes with web-session authentication but omits Snipe-IT's can:self.api middleware. A valid web session and CSRF token suffice to create a long-lived token at the account's existing permission level, enabling scripted API access without privilege escalation.
