Permanent database loss via pre-validation wipe

Improper exception handling in Snipe-IT 8.6.3 and earlier allows remote authenticated users to wipe its database through restore. SettingsController::postRestore() calls db:wipe before checking the uploaded ZIP, while restore failures still return success and migration leaves only an empty schema. The restore action requires a superuser; a corrupted, foreign, or interrupted upload permanently deletes existing data without a rollback copy.
