The whiteboard-cloning workflow applies link changes to issues the requesting user cannot access; JetBrains has not disclosed the responsible handler or omitted authorization check. A low-privileged account that can clone a whiteboard is sufficient, and the resulting integrity impact is limited to links on otherwise inaccessible issues.
