Missing authorization in SIGA 11.0.2.0 through 11.1.1 allows remote attackers to read restricted documents via invalid access codes. ExAutenticacaoController.autenticar treats any nonempty cod value as sufficient before issuing a signed download JWT, and the stream endpoint trusts that JWT without rechecking document authorization. Exploitation requires a document reference number and a valid CAPTCHA response; it exposes the referenced PDF and related metadata without granting write access.
