Cross-tenant account deletion via null gym IDs

Incorrect authorization in wger 2.5 and earlier allows remote authenticated users to delete or disable other unaffiliated accounts. The delete, UserDeactivateView, and UserActivateView handlers compare raw gym IDs, so two null IDs pass the tenant-scope guard. The attacker needs the admin-granted gym.manage_gym permission and no gym affiliation; successful requests delete accounts, lock users out, or undo defensive deactivation.
