SSRF via dropped XInclude parser flags

SSRF in XInclude processing in XMLSoft libxml2 before 2.15.4 allows local users to trigger outbound requests via crafted XML. The xmlXIncludeProcess and xmlXIncludeProcessTree entry points pass zero rather than the document parseFlags, so XML_PARSE_NONET is lost while resolving an XInclude. Exploitation requires an application that processes attacker-controlled XIncludes with a custom resource loader; requests can reach internal or slow external resources, causing data exposure or a service hang.
