Authenticated denial of service via unrestricted rescans

Missing authorization in sentriz gonic before 0.22.0 allows remote authenticated users to trigger resource-intensive library rescans. The /rest/startScan.view route uses the regular-user chain, and ServeStartScan launches ScanAndClean without checking the caller's admin role. A regular account on a multi-user instance can repeatedly force CPU- and I/O-intensive filesystem walks and database writes, degrading service or exhausting resources.
