Authenticated alert silencing via unchecked delete handlers

Missing authorization in ntopng before 6.7.260717 allows remote authenticated users to delete configured notification endpoints and recipients. The REST v2 delete handlers process POST requests from non-administrator accounts without verifying administrator privileges before irreversibly removing both configuration sets. Any authenticated non-administrator account can interrupt configured external alert delivery, while the built-in Alert Store DB recipient remains undeletable.
