Pre-authentication crash via unbounded OAuth memory consumption

Uncontrolled resource consumption in Grafana OSS allows remote attackers to crash the server through unauthenticated OAuth login requests. The OAuth login route handles attacker-supplied unique values without bounding process-memory growth; Grafana Labs has not disclosed the retained object or faulty lifetime operation. Releases 11.6.0 through 11.6.14, 12.2.0 through 12.2.8, 12.3.0 through 12.3.6, 12.4.0 through 12.4.3, and 13.0.0 through 13.0.1 are affected, and repeated requests can exhaust memory and terminate the instance.
