Authenticated BI rule deletion via missing authorization

Missing authorization in Checkmk allows remote authenticated users to delete BI rules through crafted REST API requests. The BI rule deletion handler accepts a rule identifier and performs the deletion without checking permission to customize the containing BI pack. The issue affects 2.5.0 before 2.5.0p9, 2.4.0 before 2.4.0p34, 2.3.0 before 2.3.0p49, and 2.2.0; exploitation requires REST API access, two action-related permissions, and knowledge of a rule identifier.
