Service hang via comment-terminated structure scan

Infinite-loop denial of service in Squirrel Chat smol-toml before 1.7.1 allows remote attackers to hang parsers via crafted TOML. In src/util.ts, skipUntil() passes an end-of-input -1 from indexOfNewline() into the cursor update, returning the structure scan to the start. Exploitation requires an application to pass attacker-controlled TOML containing an array or inline-table value followed by a final comment, leaving that parse operation stuck and consuming processing capacity.
