Cross-tenant disclosure and deletion via unscoped dashboard lookup

Broken object authorization in OpenPanel before 2.3.0 allows remote authenticated users to read reports or delete layouts across tenants. The report.getLayouts and report.resetLayout procedures authorize a caller-supplied projectId, then query or delete by dashboardId without binding that dashboard to the authorized project. Any organization member can pair an accessible projectId with another tenant's guessable dashboardId, exposing report definitions or permanently deleting layout rows.
