Cross-group data placement via conditional authorization check

Missing authorization in MISP 2.5.45 and earlier allows remote authenticated users to place data into unauthorized Sharing Groups. Attribute and Galaxy Cluster controllers checked sharing_group_id only when distribution equaled 4, so crafted requests could skip the authorization path. Access to object creation or editing was required, and successful exploitation could cross intended information-sharing boundaries.
