Improper privilege management in StackStorm st2 3.0 through 3.9.0 allows remote authenticated users to impersonate other users. The execution controller passes a caller-supplied user to a NoOp RBAC guard without require_rbac=True, so the guard accepts the forged context. Any authenticated account can submit or rerun an execution as another user, exposing that user's scoped secrets and falsifying execution attribution.
